　　培训围绕今年市政府和市人防办新出台和修订的一系列关于做好人防工程管理工作的规范性文件，采取自学、授课、研讨、交流等方法，着重对人防工程行政许可审批事项办理、《人防工程维护管理实施细则》、《人防工程平时使用备案管理规定》和《人防工程防护功能平战转换管理暂行规定》等内容进行详细解析，逐一明确了各项工作的法律依据、工程流程、工作标准和工作职责。参训人员通过学习政策规定、熟悉业务知识、明确工作内容、规范办事程序、交流经验做法、探索研究问题，进一步理清了当前做好人防工程建设的基本思路，增强了落实政策法规和做好人防工程管理的责任感和自觉性。
